Early Years Service

The Early Years Service is responsible for quality and sufficiency across early years provision, delivered through service level agreements with national 3rd sector organisations Pre-school Learning Alliance and Professional Association for Childcare in the Early Years (PACEY).

  • Commission the network of Children’s Centre across the Borough
  • Provide quality and development support to early years settings and providers including day nurseries, pre-schools, independent and maintained school nurseries, registered childminders and out of school clubs.
  • Works with local providers to ensure sufficiency of early years provision
  • Co-ordinates the provision of targeted 2 yr old funding and of universal 3 and 4 year funded place.
  • Workforce planning and development, including the analysis of the supply, demand and skills base of the children’s workforce.
  • Providing continuous professional development opportunities for the early years workforce
  • Co-ordinate Marvellous minders specialist childminding service for children with complex additional needs

1. Criteria for 2yr old funding – Parent/carer in receipt of one of the following Benefits or Credits:

  • Income support
  • Income based Job Seekers Allowance
  • Child Tax Credit at a rate higher than the Family Element
  • Support Under Part Vl of the Immigration and Asylum Act 1999
  • Extra Working Tax Credit relating to a Disability or Pension Credit

 AND/OR

 2. Meeting one of the additional criteria:

  • Child  in Need (CIN)
  • Exit from the Family Nurse Partnership
  • Professional defined referral for families in crisis or children with additional needs via Early Help Plan
  • Teenage parents who are not accessing ‘Care 2 Learn’
  • Looked After Children.
