Parents have the right to apply for a school place at the school of their choice.  The Local Authority (LA) only provides transport where the LA is unable to offer a school place within 2 miles walking distance for Primary aged pupils or 3 miles walking distance for Secondary aged pupils.  Additional provision is made for Secondary aged pupils of eligible low income families.  Please see www.southend.gov.uk for details.  Where a child has a Statement of Special Educational Needs or an Education, Health and Care plan (EHCp)  often the most suitable school is further than the distance criteria or the child may be in receipt of High Rate DLA for mobility.  Therefore a significant number receive transport assistance.  However, attendance at a Special School alone does not entitle a child to transport assistance.
