Teenage Pregnancy is part of the Integrated Youth Support Services ( IYSS ) wiithin Southend Borough Council’s  Department of People.  

IYSS is an integrated service consisting of Teenage Pregnancy, Connexions, Youth Work, Young People Drug and Alcohol (YPDAT ), Community Prevention and Engagement, StreetsAhead and Youth Offending Service.  A comprehensive and integrated IYSS is the most appropriate location to further develop teenage pregnancy and other young people’s  health and social care agendas (eg alcohol and substance misuse).

Southend Borough Council’s Teenage Pregnancy Strategy 2015-2018 is linked to the Department of Health’s Public Health Outcomes Framework, Southend on Sea Borough Council’s Sexual Health Strategy 2014-2017 and Southend on Sea’s  Success for All Children Group’s Children & Young Peoples’ Service plan 2014-2015, as follows:

  • Reduce Under 18 conceptions
  • Improve the sexual health of the population of Southend on Sea
  • Reduce sexual health inequalities between the general population and the most vulnerable
  • Close the divide between more advantaged and less advantaged children and families
  • Support families at the earliest opportunity to prevent their needs escalating
  • Keep children and young people safe
  • Support young people to live healthier lifestyles
  • Improve life chances for looked after children and those on the edge of care
  • Support young people to prepare for employment
  • Service delivery is influenced by the views of all young people

Work to reduce unplanned conceptions and support young parents supports the ‘core business priorities’ of Southend on Sea Council’s Children and Families Service.

‘…a teenage pregnancy prevention strategy that seeks to reduce conception rates by a substantial margin cannot concentrate on high risk groups alone.

Although certain girls are at a much greater risk of conceiving and giving birth as teenagers than others, the majority of girls that conceive do not share these risk factors.’

Reducing teenage pregnancy is important for a variety of reasons – lack of knowledge, lack of confidence, poor access to advice and support and low aspirations are all negative outcomes which are addressed through approaches to reduce teenage pregnancy.

The role of the Southend Borough Council’s Teenage Pregnancy Network (STPN) is oversee the implementation of Southend Borough Council’s Teenage Pregnancy Strategy and the associated action plans to ensure that local targets are achieved.

The STPN includes a large number of agencies who work together to prevent unplanned pregnancies and support young parents.

Since the baseline year in 1998, Southend Borough Council’s under 18 conception rate has reduced by 46.5%

In 2013, the under-18 conception rate for England was 24.3 conceptions per 1,000 girls aged 15-17. This represents a decline of 44.4% since 1998.

Southend Borough Council’s  under 18 conception rate (26.6) is higher than the rate in England (24.3).

The overall reduction in the under 18 conception rate since the baseline is excellent news. Although Southend Borough Council achieved a greater decline in conception rate then England since 1998, the conception rate is still higher. Ongoing work is required to improve and sustain the downward trend.
